Cultural Win - how much culture do I need?

Had a look through the manual and the FAQ's here and I can't find an answer to this one.

I was playing for a cultural win, had almost all the wonders (first game on Chieftan) and by 2050 my cluture was a good 75% on the histogram, I was also ahead on points and land area controlled. Retirement came around and I got a points victory.

If you have more than one victory condition does points take precidence? What counts as "overwhelming" culture for a culture victory?

You need to have 20,000 culture points to have a cultural victory.

If you like, you can submit your game to the Civ 3 HOF. We still have room for Chieftain level games.

20,000 in one city or 100,000 total (with noone having more than 50% of your culture. 20,000 in one city is much easier.
