Culture Bomb question

Why didn't I get a culture bomb for this pasture as Australia? I'm playing a single city challenge, so I was thrilled to land the Great Merchant who annexes tiles into my empire. I snagged this cattle tile, dropped a pasture on it hoping to culture bomb my borders out further and got.... nothing.

Any insight as to why this didn't go as planned?

Culture bombs can only claim tiles within working range of your cities (so three tiles away).
