Does anyone know how to halt culture expansion? I mean, I have made a scenario and I don’t want to loose the way the culture lines were established, because they act like borders…

I don't think that you can halt cultural expansion but I do believe that you can make some minor edits in the editor so that it will take longer. Not sure where it is off hand but I remember seeing something along this line later.


Correction, the only way I can see halting cultural expansion is by deleating all the culture that buildings create.

Can not be done. If you do edit to reduce culture, you may find your borders shrinking!

I thought that the cultural expansion was based on increments of 10. Exampe...

With 10 culture, expand out 1.
With 100 Culture, expand out 2.
With 1000 Culture, expand out 3. ect.

If you can edit that first number to expand out at, say 1000, than wouldn't everything else move back. 2nd expansion would be at 10,000, ect.?
 
You can inital cities some large number of culture and then increase the border expansion. Similar to what sealman said, make the first expansion at 1,000 and give all initial cities 1,000 culture or give them 999 culture so you have to actually build a building.
 
So, I must click on 'rules', 'edit', 'general settings' and 'border factor'?
