This is an official Ministry of Internal Affairs thread concerning culture.

Lets discus cultural upgrading of our cities.

Our culture is very low as you can see on these pictures:

Since we are republic now, we can use some gold on buildings if needed, so I made a list of our priority cities to build temples, libraries etc

1. Most important cities in which we must have any culture are: Eridu (surrounded by AI) and Mure (also almost surrounded). We got a chance to loose these 2 cities so we must build as soon as possible.

2. Now Bootsville, Nipur, Shuruppak, Sanction and St.Octaviansburg are the next on importance

3. All other cities have other urgent things to attend so culture can be raised there a bit another time.

What do you think about this? Any suggestions, ideas, complaints or thoughts?

Note from the Minister - I have asked Krabius to manage the cultural aspects of the MIA. Fanatica is now in a Republic, and must improve her cultural position. Krabius will be working with Governors and the Senate (isn't that redundant?) on fixing this matter.

To kickstart this - I've got a few specific suggestions. Actually, one.

Libraries. 80 shields. 316 gold to buy after 1 turn (at one shield prod.). 3 culture/turn. Boost in science.

In other words - it helps several areas. So let's take advantage of that. Our current leaders in commerce are: DR, Vandelay and Cijam. They account for over a third of our commerce. Let's start libraries there immediately. They are mostly low production, at least right now. DR can get high quickly. Vandelay probably won't. Let Van. build for a turn, then rush it and return to worker factory. DR and Cijam can build it on their own.

I can certanly switch production from war to culture producing mode :).
 
Eridu needs no culture. That city needs a new Nation for it to belong to. But that's a different discussion (hint hint MIA !).

Mûre needs culture quickly. Not only for flip-prevention, but more for border expansion so that it gets some food.

Our core cities, commercial rich, could indeed do well with a lib. I support this. Markets work well too.
 
If we are unable to use the slider to keep our population happy we may have to consider Temples or even Cathedrals to help.

Eridu - now that's a different problem altogether (can I add to Rik's hints here?)

It would be interesting to see some culture flip calcs on these border cities - how many garrisoned troops do we need in each to stop flipping?
 

The table is partly incorrect: Raven's Flight is not in need of a temple, but is building a library. St. Octaviansburg does not have a temple, but a library. I did not check the cities outside of Audiac.

I argue since a long time that Montpellier needs a library to get access to 3 bonus grassland tiles, but nobody seams to listen. :(

I would not hurry libraries/temples with the only/main reason being "we need the culture". Our money is too valuable and hard-earned to be spend like this!

We urgently need to use the slider to increase our growth and production. :goodjob:

PS: If we set 10% lux plus get incense, Vandelay can finish the library in 9 instead of 31 turns.
