Current AI being how they are, does it adjust to the player?

This has been wandering around in my mind for a while now, and I thought it time I asked.
Given that current available AI has the brain of an earthworm, and is very prone to getting things seriously wrong whilst at the same time doing exactly what it was asked to do (please see this Ted Talks presentation for a real eye opener -
)

So - I am wondering if the game AI is able to adapt itself to what it sees the individual player doing, or will it just stumble along in it's programmed manner? I ask because it seems to me that the more hours I put in, the AI is changing it's tactics to adapt to what I often do and this is especially true with the more aggressive leaders.
Or am I just imagining this?
 
In my ganes AIs tend to build campuses. Sometimes I even see an unmet AI running at 30 Great Scientist Point per turn at T70.
