I think a very big reason for India's tech rate is that they start with Iron Working. This gives them fast access to Compass which they often get before China (or anyone else) does.
Some adjustments may be needed. India spawns around the same time as Greece (who starts with Bronze Working instead of Iron Working), and yet with the same tech as Rome (Iron Working).
Since India spawns in 1500BC (Late Harappan/Early Vedic) they should be starting with Bronze Working rather than Iron Working. Moreover what they need is Axemen to defend against Persia, not Swordsmen.
I would also like to see a new UU for India, in addition to my 33 Devas UHV idea. Fast Worker is actually more boring in RFC than in vanilla BTS because India is a builder civ rather than a conqueror civ. Fast Worker becomes a meaningful advantage only when you're war mongering.
Yes, what you need to do is to enable cheating (open CivilizationIV.ini and set the entry "CheatCode = chipotle"), then you can cycle through all civs with Alt+Z (or maybe Alt+Y, I'm never sure how it translates to English keyboards).
As a Peruvian I am really interested in playing as my country. I know there's no chance that Perú would be included as a playable civ or Inca respawn, is it?

They only had Iron Working early on, but I quickly removed that because it was really too much of an advantage.

A more expensive chariot with strength six and 50% attack vs melee units? That would help dealing with Kushans and most barbs, and save the need to beeline Iron Working to deal with the barbs. Or replace the horse archer with the same unit. Tho' India would need an easy way to get horses.
Alternatively replace the horse archer with an elephant archer unit? Strength 6, 25% plus melee and 25% plus mounted, needs Ivory. Tho' that would force India to research Horseback Riding, which interferes with early research towards the UHV.
An Archery unit would be most appropriate IMO given their prominent role in multiple Indian dynasties (both the Mauryan and Gupta UUs in RFCA are Archery units with actual historical basis).

- No City or Hills defense bonus. Instead, +30% vs. Mounted units.
The bonus vs. Mounted instead of defense bonus allows you to use this unit aggressively against Barb/Tamil/Khmer Elephants and Horse Archers. The ability to enter Jungles and Marshes compensates for the lack of defense bonus (since Jungle provides a minimum of 25% Defense), and allows you to let this unit accompany your War Elephants in a combined arms stack that can enter Jungles.
If the Mercenary system is removed (which IMO is a good idea) then the Phoenician UU should of course be changed back to Numidian Cavalry (perhaps with buffs to its Strength). That would be one Elephant UU fewer.
I also think the Khmer/Thai need a different UU (Chang Suek is just a translation of War Elephant and Ballista Elephant was widespread and not a Khmer exclusive). I'll dig around for a new idea. But India interests me much more for obvious reasons.
Just took the plunge and started downloading the svn into a desktop folder to transfer into my hard drive (windows 7 issue). How big is the finished download, and how can I check progress?
