Nice info. But I still get defence bonus, correct? Can you also explain why do I have 5 culture in this city? Is it because of my city next door influenced it over the time ?(we were neighbors for quite some turns)...
 
No, more than 20 stability (i.e. solid) prevents their spawn.
 
Their spawn is checked a couple of turns after 1822 as well, but if you're past that you're safe.
 
No, it works a bit different. Respawns are checked on a per city basis, which means that if civs A and B control the territory of respawning civ C but only A is unstable, C starts with the cities previously controlled by A.

The first actual spawn of new civs is an all or nothing affair. In this case, only the civ which controls most cities in the area is considered. If it's unstable, the spawn happens and affects all cities in their core.
 
If Brazil/Argentina/Italy/any other conditional civ doesn't spawn, can they 're'spawn later on or are they out of the game completely?

I've seen Italy respawn without spawning. I assume that's true of all the other conditionals (except the Byzantines?).
 
You don't have to have had your actual spawn to respawn later.
 
How does the game define which city is the biggest when two have the same size? For example Tenochtitlan is size 13 and also London. How does it define which one is bigger?
 
If the city in question is tied with another city for first place, it still counts as largest.
 
How does the Brazilian respawn work exactly?

In my current game as Maya, Portugal was eliminated long before they managed to colonize anything beyond the Azores, meaning that Brazil was empty in the early 1800s. Brazil never showed up.

What surprised me was that Argentina did show up, when their situation was actually quite similar - in that Spain had not settled any colonies in South America either. The difference was that Spain was still alive (albeit as a vassal of HRE) and were less than Stable at the time.

So does being unstable (i.e. Spain for Argentina) grant a respawn whereas being extinct (Portugal for Brazil) does not?
 
Do you mean respawns or first spawns? Respawns cannot happen in empty areas.
 
To be honest, I need to look up how the checks play out in case the area isn't settled at all, because I didn't take that possibility into account. But I think in any case there shouldn't be a spawn of those civs in case their core isn't settled at all.

Good idea, should apply to America too I think.. it won't really affect the balance etc since America will always settled albeit the hostile native, but I think it'll be a nice Easter egg if there's really nobody going after the New World.

For Mexico, Brazil and Argentina too.
 
And Colombia.
