Custom Civs will shop up as "random" in scenarios with preset locations

    There is a bug with either civ5 itself or the SDK, specifically worldbuilder.

    Custom civilizations always show up random when in use with a pre-set starting location scenario. You will only see this after you have clicked "load scenario". They show up fine until you click that button. They even show up fine on random maps with no pre-set starting locations.

    Even though it says "random", if I actually launch the game, it is not random at all. In my example, I created a 2 new civs, Athens, and Sparta. If I pick player one, I am always Athens, if I pick player two I am always Sparta.

    I have cross tested this with other "civilization" mods and confirmed it already.
