Customized map fails to load

Apparently this is a known issue. It has been reported here: http://forums.civfanatics.com/showthread.php?t=444268 and here: http://forums.civfanatics.com/showthread.php?t=444877 and probably more places besides.

There are two solutions, one involving the rewrite of existing Civs rather than the creation of new ones and the other is somehow related to Gedemon's Yet Not Another Earth Map Pack. I'm still not too sure how either works. My own attempt at modding got stuck there and that's about as much as I can help you I'm afraid.

I have successfully implemented the Custom Game scenario screen (as seen in the DLC scenarios) in my Mesopotamia mod (thread to the scenario screen tutorial here: http://forums.2kgames.com/showthread.php?111512-Tutorial-Create-a-Custom-Game-from-a-WB-Scenario).

One of these days I'm going to unrewrite existing civilizations (my own proposed solution :P) and add a civilization "normally" and then use this method and see if it works. If it does, that will be the proposed solution that will allow you to play scenarios with the modded civilizations without updating old ones. If not, then the updating will work (this is because the game has no problem reading vanilla civs, and you're not deleting them).

I'ma start doing that soon I guess...but I have other things to do (college, MW3, Punic Wars...etc...).
