What an underwhelming addition.

Let me get this straight, you only get a boost to trade route yield if the other city is on another continent? So this building is virtually useless on pangea and lakes maps etc...

Here's an idea, shouldn't it be international trade rather than intercontinental? That was how the real customs houses worked anyway.

I know this seriously weakens Mercantilism, so maybe it can get a boost in another way like a military boost or gold boost I don't know what exactly.
 
Sure it's only good on multi-continent games, but it can be really fantastic on those, though it also scales a bit with map size.
Your intercontinental trade routes are going to be your best trade routes, and they're the ones that are going to be automatically focused into a city with a Customs House. I've been playing a large hemispheres map, and I must be getting at least a third of my income from trade routes with Free Market and Corporation. Adding an extra +100% to that trade income with two buildings (plus the harbour health bonus) is very nice indeed, and really helps transition coastal cities from tile-income commerce powerhouses into trade-income commerce powerhouses.
