The Inca Nation offers its gratitude to the brotherly Mayan Empire for standing by its side against the Celtonian aggressor.
Noting that the Consails statement constitutes a de-facto declaration of war, the Inca Nation
gives formal permission for Mayan troops to enter Incan territory to assist the Inca's own forces against the Celtonian proxies (that is to say the rebels should the Maya Empire deem such an action prudent) and any Celtonian invasion of its sovereign territory (be it in Portugal or elsewhere). Any incursion by Celtonian forces into Inca sovereign territory invokes the terms of our defensive pact as you have rightly noted.
We regret to advise as well that the Inca Nation has verified that the C
eltonian "blockade" has assisted the rebels in the smuggling of arms beyond what their own limited industrial facilities could fabricate. The Consail condemningly accuses the Inca (falsely) only of what he himself and his government have done. For while our trade with the Iroquois was above-board and legitimate (no Iroquois troops are deployed in Portugal, the purchased tanks are helmed by Incan men) and constituted nothing other than that same trade regularly conducted between sovereign states in ships and materiel. The Celtonian assistance to, and although unverified very likely the direct supply of arms and "volunteers" to a rebel force in a foreign nation is a gross violation of international norms and reflects the truth that these 'rebels' in Portugal are not so much a natural expression of the popular will of the brotherly Portuguese people, but an artificially contrived rebellion initiated at the behest, and propped up by, a hostile Celtonian government that has never accepted the results of the Cuzco Plebiscite implemented by its predecessor. The Celtonian government far from being a promotor of peace has thwarted it by instructing the leaders of its proxy forces to reject the terms that not only Celtonia itself initially proposed (and which were recapitulated by the Inca), but which the "portuguese rebels" originally accepted (dashing a diplomatic solution on the cusp of its birth). In doing this they threaten to raise what was a local rebellion, contained as a domestic matter within the Inca Nation, to the level of a major war or worse. They failed to goad the Inca into such a horror in their initial limited blockade, and so now the Consail takes off his mask if false pretenses by attempting to strangle the Inca through a general blockade and a direct invasion, lying through his teeth to justify his naked aggression and claim he acts to the contrary.
Note well that the Conservative Party has brazenly displayed by its perverse politics and despite its perversion of rhetoric a bourgeois imperialism in which common human moral values are replaced by vulgar greed, the cynical manipulation of principle to deceive the people of the world and a raw hunger for power and universal domination over the nations. While its target is the Inca now, given past precedent, its oppression towards the free nations will only end if either the Celtonian people through their representatives in the Aonach reject it themselves, seeing through their government's blatant lies, or its wicked schemes are stopped by the combined national will of all freedom-loving nations of the world. The Inca bravely stand on principle and love of freedom against the horror and unmitigated evil of the Conservative Party's "universalism" (indeed it is clear only respect for sovereignty can guarantee peace in the world) and pray that our sacrifices against it may be to the redemption of sovereign freedom from Celtonian imperialism, and not to sate the lusts of the false god of Celtonian hubris. Should the latter come to pass, be certain that its hunger unrestrained will soon grasp for meatier morsels elsewhere.

Response to Hatti
The Inca remain open to Scandinavian mediation with the rebel side, although it doubts the Celtonian proxies will defy the will of their masters in Navua after their combined actions snuffed hopes of peace in the crib. Nonetheless we thank Hatti for their reasoned diplomacy, so lacking amongst certain powers, and unfeigned desire for a peaceful resolution to the Inca nations hitherto domestic conflict. It shares Hatti's lamentation at the actions of the Celtonian government that have thwarted peace and served to needlessly escalate the conflict at every turn and its hope that diplomacy in good faith by men of good will might yet salvage peace from the jaws of the Celtonian government's ravenous hunger for war.

ooc 1: Note again that mechanically any purchase of material must be manned by a states own manpower. The tanks are inca manned, even if the materiel was purchased from the Iroquois and it can verify this. The Celtonian cassus belli rests on a blatant lie. No Iroquois troops are in Inca territory
ooc 2: Given the Consails declaration hasn't been ratified by an act of the Aonach (which wasn't mentioned), it remains to be seen if it goes ahead given the limitations of "democracies". If it does my orders have now been amended.
