The Mayan Empire is willing to take over peacekeeping duties in the Inca-Portuguese War while a plebiscite is conducted. While we have a defense pact with the Inca, we remain a neutral party and are chiefly interested in securing peace along our northern border.

We are saddened to see the apparent breakdown of negotations in Portugal, but let us speak to the facts: it is evident to us that the brave stand of the Portuguese people in the face of Fascist tyranny is in itself a clear declaration of their desire for greater freedom. The Inca Nation, which regained Cuzco through the Celtic adherence to the ideal of self-determination, cannot justly deny the same to the ancient Portuguese people. This is a moment for the Inca leadership to renew itself in the eyes of the world.

We propose that the province of Portugal immediately become an autonomous region within the Inca Nation, given freedom in domestic affairs ; Inca troops to withdraw from the majority of the territory ; an international peacekeeping force be sent to maintain peace ; and any war crimes from both sides to be investigated and prosecuted fully. Commerce using the railway line through Lisbon would be guaranteed and protected from any interference by international troops. Our partners in Arequipa are willing to assist, and we propose that troops from Celtonia, Germany, the Holy Kingdom of Hatti and the Mayan Empire form this peacekeeping force.

On the Dutch Proposal

Given the hostile revolutionary* rhetoric against our government and the false assumption that the rebel forces represent the consensus of the Portuguese ethnicity inherent to the proposition posed, as well as the bad faith of the rebel side in our negotiations this year which made a mockery of the desire of the nations for peace, we cannot consider the Dutch peace plan as a legitimate method of restoring peace in the province of Portugal.

Our government's positions on the province's integral unity within the Inca State, the invalidity of the rebel claims, as well as the essential importance in international politics of the principle of national sovereignty have been clearly stated previously and we maintain those principles. We note that a plebiscite as the legitimate means of ascertaining the determination of the inhabitants of Portugal on the matter of autonomy or independence can only occur upon the resumption of peace and order in Portugal and under legitimate sovereign authority (Noting these principles were met within the Celtonian Union in the implementation of the Cuzco plebiscite), and that a plebiscite whilst a state of rebellion persists and tainted by foreign interference can only ever be illegitimate and without merit.

The Inca Nation is open, as previously expressed, to a renewal of negotiations. However ultimately it is up to the rebel side to display good faith for negotiations to be fruitful. Good faith on the rebel side to date has been lacking as is clear in their withdrawal of assent to the terms in the Inca peace plan which they previously accepted, thwarting peace on the cusp of an accord. These terms, as no one contests, were presented in accord with the amended Celtonian proposal made last year and were the result of careful diplomatic negotiation over the last year on the part of Incan and foreign interlocutors. Considering that these terms, respecting international convention, are the best grounds for a lasting and incontrovertibly legitimate resolution to the Portuguese matter, we beseech Celtonia to withdraw its violation of our sovereign waters and exhort the rebel side to accept the well-defined roadmap for a cessation of conflict and subsequent political solution to their concerns laid down therein.

Seldom do we take on matters of international scale, but as lives are lost needlessly over the question of one our own nature - a just sovereignty in the interest of a people - we are compelled to share our concerns and our capability. Without demanding, and as a wholly neutral party in this conflict, Scandinavia offers itself as an arbiter in negotiating the crisis, in whatever way is deemed necessary by the involved partiers - whether overseeing or observing. The question of jurisdiction in this matter, cost and concern, is the nature of our Union

If through your nations efforts you are able to bring them to the table to negotiate with the Inca in good faith then it is to be hoped that a diplomatic resolution may still be possible.

OOC: I'm offering diplomats as part of the mediation, and also offering to act as overseer - not as a judge per se, but denoting internationally whether the negotiations are fair to the interests of the jurisdiction in question, as observed by a third party.

Basically, I'm offering a purely neutral party at the table to any degree of involvement or oversight the lot of you want to have. It's not a demand, it's simply an extension of service as this is an area Scandinavia has some expertise with due to its situation.

We are willing to drop the price to $2 for Nassau-Tennessee in light of our good relations and growing friendship.
 
Special Statement of the Union of Celtonia

In light of the revelation that Iroquois heavy tanks have covertly been shipped to the Inca to participate in the crushing of the Portuguese revolution, the Consail declares that the blockade of Portugal will be extended to the entirety of the coastline of the Incan State to prevent further escalation.

Additionally, as part of a special military operation, Celtic peacekeepers will be deployed to the territory of Portugal in order to protect its people from foreign aggression and domination.

The Union of Celtonia is not declaring war on the Incan State, nor does it seek or welcome hostilities. However, if Incan or Iroquois soldiers further penetrate into Portuguese territory, our peacekeeping forces will react defensively. We call for the declaration of a permanent cease-fire, at which time our peacekeeping force will withdraw, and insist on an absolute cessation of all offensive operations pending the resolution of ongoing negotiations.

It is obvious that the fascist tyrannies of the Inca and Maya never intended to give independence to the Portuguese people, and intended through whatever method, false, duplicitous, and covert, to crush this revolution and exterminate the people who do not conform to their national ideals. This is but a stepping stone to their long-term goal of world domination.

We call upon the Maya's neighbors in the Netherlands and Hatti, historically threatened by their tyranny, to be alert to the possibility of further conflict.
 
We made clear our lines to the Celtonian government previously and they have been ignored. Their ambition to reacquire Cuzco, after experiencing seller's remorse from withdrawing, is clear based on their own domestic propaganda. Portugal is just a pawn in their scheme to encircle the Inca with a network of client states in preparation for a new round of imperial conquest.
 
The renewed escalation of the Portuguese Crisis, so near to resolution, should be shocking and saddening to all peace-loving nations.

We urge the Incan and Portuguese leaders to consider a last minute resolution, perhaps mediated by Scandinavia, to forestall both Celtonian and Mayan intervention. Celtonian and Mayan sons need not die for the Portuguese Plebiscite. If non-Incan peacekeepers are requested by the Portuguese leaders, perhaps an alternative to Celtonia alone could be agreed upon?

Additionally, we will maintain that we are willing to send observers to the plebiscite - now conflict - zone, again if invited by the Incan State. Our commitment to neutrality has not changed.
 
The warmongering malintent of the Celtonian government is once more made clearly manifest, for having failed to induce its desired outcome of an Incan assault on its navy in Portugal it has now cast aside all pretenses in its actions. Let it be clear, it is patently absurd to consider the legitimate purchase of arms by one sovereign nation from another as meritorious of a general naval blockade and open war (for make no mistake, that is precisely what "peacekeeping" forces in Portugal and a general blockade of Inca trade on the part of Celtonia would entail despite the slippery rhetoric of the Celtonian government to the contrary) and its claim that Iroqouis troops are engaged in Portugal is a blatant lie. The Inca purchased basic tanks, military materiel, from the Iroquois and manned them with Incan men and can verify this to any interested parties. No siege tanks currently serve in Inca territory.

We urge what rational heads prevail in the Aonach and the peace-loving Celtonian people to turn back the madness of the Conservative Party, which by its actions has now brought the continent and the world to the brink of general war.

The Inca Nation offers its gratitude to the brotherly Mayan Empire for standing by its side against the Celtonian aggressor.

Noting that the Consails statement constitutes a de-facto declaration of war, the Inca Nation gives formal permission for Mayan troops to enter Incan territory to assist the Inca's own forces against the Celtonian proxies (that is to say the rebels should the Maya Empire deem such an action prudent) and any Celtonian invasion of its sovereign territory (be it in Portugal or elsewhere). Any incursion by Celtonian forces into Inca sovereign territory invokes the terms of our defensive pact as you have rightly noted.

We regret to advise as well that the Inca Nation has verified that the Celtonian "blockade" has assisted the rebels in the smuggling of arms beyond what their own limited industrial facilities could fabricate. The Consail condemningly accuses the Inca (falsely) only of what he himself and his government have done. For while our trade with the Iroquois was above-board and legitimate (no Iroquois troops are deployed in Portugal, the purchased tanks are helmed by Incan men) and constituted nothing other than that same trade regularly conducted between sovereign states in ships and materiel. The Celtonian assistance to, and although unverified very likely the direct supply of arms and "volunteers" to a rebel force in a foreign nation is a gross violation of international norms and reflects the truth that these 'rebels' in Portugal are not so much a natural expression of the popular will of the brotherly Portuguese people, but an artificially contrived rebellion initiated at the behest, and propped up by, a hostile Celtonian government that has never accepted the results of the Cuzco Plebiscite implemented by its predecessor. The Celtonian government far from being a promotor of peace has thwarted it by instructing the leaders of its proxy forces to reject the terms that not only Celtonia itself initially proposed (and which were recapitulated by the Inca), but which the "portuguese rebels" originally accepted (dashing a diplomatic solution on the cusp of its birth). In doing this they threaten to raise what was a local rebellion, contained as a domestic matter within the Inca Nation, to the level of a major war or worse. They failed to goad the Inca into such a horror in their initial limited blockade, and so now the Consail takes off his mask if false pretenses by attempting to strangle the Inca through a general blockade and a direct invasion, lying through his teeth to justify his naked aggression and claim he acts to the contrary.

Note well that the Conservative Party has brazenly displayed by its perverse politics and despite its perversion of rhetoric a bourgeois imperialism in which common human moral values are replaced by vulgar greed, the cynical manipulation of principle to deceive the people of the world and a raw hunger for power and universal domination over the nations. While its target is the Inca now, given past precedent, its oppression towards the free nations will only end if either the Celtonian people through their representatives in the Aonach reject it themselves, seeing through their government's blatant lies, or its wicked schemes are stopped by the combined national will of all freedom-loving nations of the world. The Inca bravely stand on principle and love of freedom against the horror and unmitigated evil of the Conservative Party's "universalism" (indeed it is clear only respect for sovereignty can guarantee peace in the world) and pray that our sacrifices against it may be to the redemption of sovereign freedom from Celtonian imperialism, and not to sate the lusts of the false god of Celtonian hubris. Should the latter come to pass, be certain that its hunger unrestrained will soon grasp for meatier morsels elsewhere.

Response to Hatti

The Inca remain open to Scandinavian mediation with the rebel side, although it doubts the Celtonian proxies will defy the will of their masters in Navua after their combined actions snuffed hopes of peace in the crib. Nonetheless we thank Hatti for their reasoned diplomacy, so lacking amongst certain powers, and unfeigned desire for a peaceful resolution to the Inca nations hitherto domestic conflict. It shares Hatti's lamentation at the actions of the Celtonian government that have thwarted peace and served to needlessly escalate the conflict at every turn and its hope that diplomacy in good faith by men of good will might yet salvage peace from the jaws of the Celtonian government's ravenous hunger for war.

ooc 1: Note again that mechanically any purchase of material must be manned by a states own manpower. The tanks are inca manned, even if the materiel was purchased from the Iroquois and it can verify this. The Celtonian cassus belli rests on a blatant lie. No Iroquois troops are in Inca territory

ooc 2: Given the Consails declaration hasn't been ratified by an act of the Aonach (which wasn't mentioned), it remains to be seen if it goes ahead given the limitations of "democracies". If it does my orders have now been amended.
