I have heard alot of different tactics discussed here, but I just want to throw out a subject that usualy doesnt get discussed until too late. Here are a few that I feel things you actually HAVE to do, weather you really want to or not.

-- Build the Following Wonders
Great Library
Sun Tzu's Art of War
Leonardos Workshop

As far as I know, whenever any other culture has built these, I have found my game ending very shortly after. Even if you dont keep contact with alot of cultures... other cultures may keep in contact with many other cultures, and if they create the Great Library, they are going to be able to advance their culture MUCH more quickly, or as in the Art of War, declare very successfull wars.
 
Mmmm, I agree with the first two, when you're an aggresive fellow, but Leonardo's ??? Why you need them ? It's badly broken, so...
 
Well, in CIV2 all upgrades were free, now you have to pay half of the normal price. And you loose veteran & elite status.

When I count the bonus I get from the workshop against the effort it took to build, I think it ain't worth it. Too bad, cause I really loved the old workshop :cry:
 
The Great library is important for those going for a cultural win as well. Looking through the editor, it has one of if not thee highest culture rating at 7 (i i remember correctly).
 
I think the workshop is a great wonder. Half the cost can save you a lot. I had a army of spearmen. Once I got why hands on some saltpeter (that was tough), I upgraded about 10-15 units to musketmen. Then I had about 20+ when I upgraded again to Riflemen. Then I had about 30+ when I upgraded to Infantrymen, and that it where I am at now. So that would of cost me a lot of money had I not had the wonder. Plus, I find that most of the time I just have a lot of my cities on wealth because there is nothing else to build, why not go for the wonder.

I also used it when upgrading my knights to cavalry and catapults to cannons to artillery. Which is a nice step up in attack.
 
yes, i guess in your case the workshop does, well, wonders :)
Somehow I never get 20+ lower-level units. I only build like 6-8 of them to defend my citites.
And cities producing money ? In CIV3 on diety level ? Not me...
