At the end of the game you get ranked on world leaders, what is this based on and how do you maximize your rank?

It's based on your score. The one mayor thing that impacts the score is time - the faster you win the higher score you get. I font know all the others - the tax rate (lower is better) and your population are among them, if i am not mistaken...
