extract the graphics files from CTPII? You did it with the Airbase, and I've been trying to get the Radar Station graphic, but I can't even locate it, though I THINK that it is in one of those .til or .z(something something) files.

Honestly, for the airbase I used the icon you already have in the zip file for the civilopedia entry. 
But I heard there is some utilities either at Apolyton or here (in the CTPII section of the forums) that allows you to extract the CPTII graphics.
