There is no declaration of war by the human player. Yu begin war with an attacked. If you have a pact you must first breack in in a communication to the pactmate. You cannot breaK a treaty (or truce) except by an atack. Both thoses create reputation damage. You can try to manuver the AI to attack you, but sometimes it does not oblige. There is no penalty to attacking when you do not have a truce or treaty. If the AI can not be irratated into attacking you, see if you have a pact mate with which the target AI is at vendeeta. Stack defensive units with his units or cities that are likely to be attacked, if the AI bombards the unit, or attackes its stack and your units defends becasue it is the best defender, then you have your war.
Just like to add that there is another option - you can pronounce Vendetta by request from a Pactmate (ie. if he/she asks you to help against another faction) with no reputation hit.
Depends on the diplomatic relations you have with that faction. Their response depends on their 'Mood' towards you + their 'Might'. Your reputation depends on your Integrity rating. A reminder from the manual (Integrity, p. 131) "You can attack literally everyone you see, but if you don't break any treaties or commit any atrocities while doing so your honor remains unbesmirched."
