The war was not mine but the strategy is the same. Khan is attacking from accross washington who is also at war with me. Monty is friendly but does not border either and will not help. Here is a wierd strategy that I came up with. It is copied from another thread, so pardon the fact that the language may not make sense but you will understand it.
Try this. I found it works great on monarch difficulty. If there is anywhere on the border with washington, and I mean anywhere, but there is a logic to this so read before you make assumptions. Also, I am assuming certain things about the game.
1. You do not care about your relations with anyone except monty.
2. You were planning on expanding, so you have an extra settler around or can easily build one.
3. Finally, you can see where Khan is coming from.
here is the idea. Find a location where you would want to build a city between you and washington, but can't because of the war. Here is the crazy part of the plan. Build it.
Note: It should also be noted that the location is not important. In fact putting it in a really bad place is smart because if the plan goes wrong, the affects won't be as bad. Also, make sure it is in the path of his army. So location is not that important.
Now you have two options. The two is more likely to happen, but can go wrong only if you are playing a good AI. Washington nor Khan are that good, so it should work.
1. Gift the city if to Monty. This will give him a reason join the war and may make him like you better. Long shot but it saved my butt once when I had Napolean declare war on Shaka and William. I won the war but lost the game, but I learned a lot.
2. Try to wait until his stack is small, and let them capture the city (for you it does not matter who captures it, but you should try to let Khan catch it). Next retake the city. Sue for peace because the AI still thinks its city was captured. Repeat if necessary.
It may sound crazy, but there are some important things here.
1. Make sure if you do not want to keep the city put it in a bad location.
2. If you give it to Monty, make sure it is a city that you can defend with him. Since it is between you and Washington, it should become the "front line". Hold there.
Sorry if this does not answer your question, but since there is no definent answer, you could save the General.
Another thought is that the medic general could be good for the city defense if you give it to Monty.
