Defensive Pact bug

So Roosevelt, Cyrus, Mansa Musa, and I are all good friends. Cyrus is friendly towards all three. Roosevelt is friendly towards Cyrus and me, and pleased with MM. MM is pleased with me and friendly towards the rest. Cyrus and Roosevelt, and Cyrus and MM have defensive pacts. Roosevelt has one with MM too. So I decide to join up with these folks and start signing defensive pacts. I get one with Cyrus and Roosevelt. I go MM and it says he doesn't like me enough. Under his picture (on rollover) it says "-1: We are upset that you have signed defensive pacts with our rivals."

I only signed defensive pacts with the same two people that he has. It makes no sense to me. Bug?

to be fair, you can be at peace with someone and have them still be your rival, right?? plus, i think there's a modifier for every DP you sign, regardless of the other civs relations. I think there's a thread in the GD forum...ask there to be sure...
