Defensive Pact

Hello,

I have set up a map but would like team 1 and team 3 to start with a defensive pact but it won't show up in the game.

I have:

OpenBordersWithTeam=1
DefensivePactWithTeam=1

for team 3 and vice versa for team 1 but only the open borders start in the game and not the defensive pact.

I have allowed permanent alliances and there is no permanent war/peace.

same for me. doesn't seem to work... or just doesn't show up?

Any solutions for this?

The only thing I can think of: maybe it doesn't work if they don't have the requisite tech? (military tradition)
