You are not alone here, Kevin. I have had a couple of games now where my Democracy totally crashed. I usually make the mistake of wanting to stay in democracy, 'Just a couple of more turns - I'm so close to that tech.'
All to often, I realize that I should have made a switch to a government that handles war better.
It seems that prolonged wars are doom for a democracy. Of course, this is my own experience - many people on these boards swear by democratic wars. It seems that no matter how many luxuries I have (which is usually plenty, as lux brokering is a main strat in most, if not all, of my games), who it was that started the war, or where my entertainment slider is set, I never seem to be able to maintain wartime for very long.

I know that I play the government wrong. It seems that a democracy would be good for short, one front wars. I, though, start that short war, then get distracted by the next civ on the list. Too impatient to wait for the war to run its course, I start (or provoke) other ones with other civs.

I have been experimenting with a Republic in longer wars. Anything besides the terrible tech rates of a Monarchy and a (shudder) Communist state.
 
I have found that I had democracies collapse only when a city riots more that one turn in a row. A single such city is all that is needed for collapse. However, the collapse can come as a surprise. E.G.) You have made a change that improves the morale of the city to end the riot. However, you do not notice that the city is going to fill up its grain box next turn. When this happens then the city remains in riot and there is a chance for a collapse. I always get my civ's into Democracy as soon as I can and I have never switched out once I am there. To misquote, the price of Democracy is constant vigilance and a little thinking ahead.

If you want to wage war and still generate a lot of commerce and science, play as a Republic.

Republic gives you everything a Democracy does except for the slightly faster workers. I've stayed at war with hardly any war weariness effect for centuries at a time as a Republic. Simply, the best government, unless Democracy is spiced up in a future patch. :)

I usually go from Despotism ----> Monarchy ----> Republic, and stay there for the duration of the game. Why monarchy first? You lose your military police when you swictch to Republic, and if you don't have a significant number of luxuries/happiness improvements, your cities will riot.
