There was some discussion a way back as to whether it was good or bad to accede to demands made by civs that have denounced you. I have recently learned that this is affected by a bug - if you meet a civ's demand, that civ will treat it as if you made a demand of them, and dislike you all the more. So the rule is, always refuse.
 
That does seem bugged. It would explain why satisfying an AI demand in Civ VI has never seemed to benefit me. Doing so in Civ IV in some cases averted war (alright Isabella, I’ll convert to Christianity for you, blergh; alright Tokugawa, I’ll cut ties with France for you, blergh).

In Civ VI I’m also less prone to satisfy AI demands because it’s easier to murder the AI in VI. In IV I still have difficulty beating the AI in combat on certain difficulty levels.
 
Oh, like when they say they want gpt or luxuries for nothing? That usually happens when they really dislike me already, so I feel obligated to tell them off anyway. Good to know that the choice is further justified though.

It only happens when they have denounced you, AFAIK.
 
Was there ever a downside to refusing a demand? I've never accepted one and had nary a threat of war from it.
 
It must be darned if you do, darned if you don't. They think you're pathetic for giving into their demands.
