denouncing message bug (Not a Bug)

This is a minor naming issue, and doesn't affect game play, but even so, it shouldn't happen.
Basic Civ6. Playing Tomyris.
Philip (Spain) declares war on Trajan, and captures Rome. Several moves later, my advisor gives me a message that Spain has denounced Rome.

Is Rome eliminated? If not this does not appear to be a bug as Trajan is Rome and Rome is Trajan no matter the capitals name.

To be clear Rome is the name of the Civ led by Trajan as well as his Capital hence the confusion.

Yes, I shouldn't have posted this under 'bugs'.
It's a careless, could-have-been-avoided quirk. (More effort into details and less into cute graphics)
