Says at the bottom Civ is launching with the most leaders in franchise history, which if I’m not mistaken puts it higher than 19?

Edit: actually it’s caveated with “including personas.” But either way, sounds like a healthy amount.
I confess, I've lost track with all the new Threads of developments.

So, what is the current total of Leaders known versus Known Leaders with Personas?

In other words, roughly, do we have a clue what percentage of Leaders will come with 'official' alternatives in their Personas?
 
This combined with the previous one do expose in detail the reasons they decide to go with ages, switching civs but keeping leaders and decoupling leaders and civs.

But while those first two were more about design choices, I'm really looking forward to the next one as teased at the end of this one:

7 base leaders (Amina, Ashoka World Renouncer, Augustus, Benjamin Franklin, Confucius, Hatshepsut, Himiko), 1 from DLC (Tecumseh), 1 with a second Persona for 2K Account (Napoleon Emperor and Revolutionnary).
Then 2 personas in each edition (Delux, Founder), one of them probably for Ashoka as he has a "surname".
That's 9 leaders (7 base game) and 5 personas we kind of know of.

Which implies (with the big '?' that we don't know anything about the Modern Age and any potential Leaders from it) that the 'Most Leaders' comment includes about 1/3 Personas for the Leaders.

Given that a Persona can provide many of the benefits of an entirely new Leader without the resource sink that is voice acting and full animation, that may mean that we are still getting Civ VI's total (at least) of 18 - 19 Leaders Plus another 10 or more Personas. 20 Leaders plus 10 Personas, in fact, would make a nice, round number of 30 for Release . . .
 
I don't know, how do you understand that otherwise?

The Deluxe Content Pack includes 2 leader personas and the Deluxe Cosmetic Pack:

The Founders Content Pack is included in the Sid Meier's Civilization VII Founders Edition, which includes the 2 Leader Personas and the Founders Content Pack:
