Watching a Lain video I saw he got +1 diplo from Kublai Khan for "Developing nations should work together to catch up".

I've never seen this modifier before, is this when the 2 last place score-wise nations make a fair trade, or how does one trigger this bonus? My google-fu stinks, I couldn't find anything on it.

Do you use BUG mod or similar? I think some hidden modifiers are revealed there from the base game.
