The Unofficial Expansion to Civilization 4: World of Legends

INTRODUCTION

“World of Legends” is an “unofficial expansion” mod to Civilization 4. Unlike the big mods that add in hundreds of new civilizations and wonders, as well as an infinite amount of new concepts and features, WoL is much simpler. World of Legends, in fact, has only several major features – inquisitions that can purge religions from cities; guilds that produce special units for the player; and, the core feature of WoL, HEROES, who are powerful military and domestic units that can change the course of history.
Below is a summary of what the new version of WoL will likely introduce and include:

  • 23 new civilizations, including Vietnam, Poland, Uighurstan, Kongo, and more!
  • 20 new leaders for existing civilizations, from William the Conqueror to Meiji
  • 3 new leader traits: Agrarian, Progressive, and Nationalistic
  • Hero units – each civilization has two powerful unique heroes that can change the course of the game, either through military prowess or by constructing a Golden Age National Wonder to set off a golden age; furthermore, heroes can also have ancillaries join their retinue, giving the hero even more bonuses
  • Guilds – national wonders that allow for the recruitment of special “civilian” units that can aid in the development of your civilization
  • Inquisitions – entire religions can be even removed from the map!
  • New buildings, units, and wonders to supplement the expansion
  • New technologies, civics, resources and corporations
  • 3 new religions (Zoroastrianism, Shinto, and Olympianism)
  • As well as numerous game tweaks and changes!

OVERVIEW:


The original project was started in the summer of 2007, but due to various problems, it became officially dead around the spring of 2008. However, as the one who came up with the idea of WoL, I figured that I could not let the whole thing die, and so, I have decided to resurrect the mod from the dead (though as a rather less ambitious version of the original). Yes, WoL is back as a zombie!

Although occasionally WoL will include additions that probably would not make it in a true expansion (such as the addition of “Modern” civs like Brazil), WoL is trying to keep close to an “expansion” format; the mod will feature new civs, units, buildings, wonders, leaders, core features, and even scenarios. There will also be other additions for game balance, aesthetics, and fun. WoL is trying to mimic an expansion here, so all features of a real expansion, good AND bad, will be introduced, to give all a feel of a new expansion.

Heroes
, guilds, and inquisitions will be featured as the core additions. Thus, this will not be a complete hardcore Mod, like Rhye’s or Fall from Heaven, but there will be enough new options to give the player a new and exciting experience for the game.



CORE FEATURES

HEROES

Heroes are the star addition to World of Legends. Famous historical and mythological personalities, ranging from Odysseus to Guan Yu to Pocahontas and Trotsky can change the course of the game. Each civilization can build two unique heroes, a national hero and a military hero.

Military heroes
are units that are much powerful than any other unit out there – except other heroes, of course. Their attack and defense stats are very high (though not impossible to defeat), and they are extremely useful when you need to turn the tide of a war.

National heroes
are also relatively strong, though weaker than military heroes. Their special ability, however, is that they can construct Golden Age National Wonders, that – as you guessed it – can set off a civilization’s golden age. However, only several GANW can be built per game. In other words, you must make sure you build a GANWs before your opponents do, because by the time you make your national hero, there may be no more GANW left to build. Another twist comes, however, in the fact that three GANWs are available in each era. Another strategic choice comes up – do you want your National Hero to build a GANW and thus start a golden age in the classical era, or in the modern era?

HERO ANCILLARIES

What sets the heroes of WoL different from any other mod, however, is the inclusion of ancillaries. Ancillaries are basically powerful promotions that are unique to heroes. Since heroes start off the game with xp, you can make certain ancillaries join your hero to give them special bonuses. All heroes start off with one ancillary – Robin Hood has a “ranger”, and Hideyoshi has a “lieutenant”, for example, but after that, the player can choose whatever ancillary to give to the hero. Make the “Bodyguard” join your hero, and the hero will have +25% defense in combat. Give the hero a “Spouse” ancillary, and they will get experience twice as fast. The ancillaries thus are a way for players to optimize the hero to their own needs and wants. Instead of the hero having some blunt bonus such as +25% city combat, the player now can customize the heroes to their playing style.



GUILDS

Guilds
are the second, core feature in World of Legends. Guilds are National Wonders that can be constructed in the Medieval and Renaissance eras. What makes the guilds unique, however, is that they automatically give the player certain units every few turns. Many of these units will be “civilian” units that can aid in the development of your civilization.

Build the Artisans’ Guild, for example, and Artisan units will be produced every five or so turns. You can use the Artisan unit to add a small amount of culture to a city, sort of like a miniature Great Artist.

Unlike Corporations, however, Guilds are not dependent on the amount of resources insomuch the environment surrounding them. I haven’t worked out the details yet, but be certain that building a Woodworker’s guild near a forest will be much better than building a Woodworker’s guild out in the open plains!


INQUISITIONS

At least three new religions will be added to the game – Zoroastrianism, Shinto, and Olympianism, or Greek Polytheism (other religions like Egyptian Polytheism or MesoAmerican Polytheism may or may not be added).

Anyhow, like many other good mods out there, WoL can not be complete without inquisition. Inquisitors will be able to purge religions from cities – including Holy Cities (although religions obviously will be much harder to remove from Holy Cities), thus leading to the ability of wiping entire religions from the face of the earth (for example, in the real world, there are few practitioners of Zoroastrianism left, and there are certainly no believers in Greek Polytheism).

However, all in all, Inquisitions may cause massive amounts of unhappiness and loss of productivity in cities, which is why they must be used very carefully.

[/FONT] NEW CIVILIZATIONS AND LEADERS

23 new civilizations and 20 new leaders for existing civilizations are now playable, representing a wide swath of new, different cultures and civilizations, some never seen before in any expansion, official or not! All new leaders will have unique personalities (i.e. Tamerlame’s behavior will not be a copy of Genghis Khan’s), as well as custom diplomacy music. 3 new traits are also introduced, meaning some leaders will have different trait combos than in the past.

The Horseman is an early mounted unit that is especially useful against enemy archers. It can also be used for pillaging and skirmishing.


Javelineer
(Available with Army Organization)
3 strength, 1 movement
+1 first strike, collateral damage, +50% withdrawal chance

The Javelineer, though weak, is useful for weakening enemy units. It has a first strike, but more importantly, it can also cause collateral damage. Not only that, but it also has a good chance of withdrawing; if protected by other units, it can harass and weaken enemy units.


Galleass
(Avaiable with Alchemy and Trade Networks)
4 strength, 2 movement

The Galleass is the medieval upgrade of the Trimeme. It is more powerful, and is the main military naval unit for the Medieval Ages and early Renaissance. Though it is much stronger than the cavarel, it has a disadvantage in that it can not traverse ocean tiles.

The Inn is an early assister in espionage.

The Public School has multiple bonuses, including research, Great People Points, and especially that of maintainence. If possible, it should be built in most cities to maximize these bonuses.


Herbalist

(Avaiable with Agriculture)
+1 health

The Herbalist is one of the earliest buildings that provides a health bonus. Especially on harder levels, it can become a handy tool against unhealthiness.


Bakery
(Available with Pottery)
+20% food

The Bakery serves to increase population more quickly early on. It is more useful in smaller cities, as in larger cities, a massive increase in population may not be as needed or wanted.


News Press
(Avaiable with Printing Press and Corporation)
+25% culture, +25% spy, 3 culture

The News Press serves a dual purpose - to increase a city's cultural output as well as its espionage output.

Macchu Picchu is an excellent way to increase food production in cities that utilize various specialists.


CN Tower

(Available with Mass Media and City Planning)
Free News Press in every city

The CN Tower gives a free News Press in every city. This will tremendously increase a civilization's cultural and espionage output right away.


Sydney Opera House

(Available with City Planning)
Free Great Person

The Sydney Opera House grants a free great person once built.


Terracotta Army
(Available with Army Organization)
+15% military production in all cities

The Terracotta Army is best used for offensive civilizations in order to quickly form large armies; however, it can also be used by defensive civilizations in order to detract time away from building up a defense, and to focus on other matters.


Petra
(Available with Architecture and Currency; requires a Market)
Desert tiles give +2 gold

Petra is useful for increasing monetary output, especially for civilizations stuck in the desert.


Sphnix
(Available with Mining)
-20% wonder construction cost

The Sphnix is a must-build wonder in the earliest of times; if built, it will significantly save not only time, but also shields later on.


Studio Ghibli
(Available with Computers and Mass Media)
+5 anime

Studio Ghibli has an equivilent to effect to wonders such as Hollywood and Rock and Roll.


Bamyan Buddha Statues
(Available with Theology)
Increases max limit of missionaries from 3 to 5

The Bamyan Buddha Statues are a useful tool for civilizations who like to spread their religions. By increasing the max limit of missionaries from 3 to 5, more cities and civilizations can be converted more quickly.


Himeji Castle
(Available with Fuedalism)
-50% Unit Upgrade Costs

Himeji Castle is useful for both militaristic and economic civilizations. By decreasing unit costs, money and resources can be saved.



Great Zimbabwe
(Available with Pottery)
Free Herbalist in every city

Great Zimbabwe is a quick and easy way to alleviate health issues early in the game.


Porcelain Tower
(Trade Networks, Alchemy)
Free GP in city, All Legal Civics Available

The Porcelain tower allows for all the legal civics to become available, and also gives a free Great Person.


Knights Templar
(Trade Networks, Theology)
Produces free “Crusader” unit every few turns, until wonder is made obsolete by Liberalism

The Knights Templar is an easy way for a player to gain access to powerful military units, similar to the way the Statue of Zeus worked in Civ3.

By the way, everyone, I hope to upload the first "playable" version of WoL this weekend, which will only include the new civs and leaders.
 
Unfortunately, due to the fact that my art/interface skills are limited, and due to the fact that obviously dutchking can not possibly get himself busier by making a ton of throne rooms, it seems that we may have to set aside the throne room for now.


Nevertheless...

Phase 1 of the entire thing is pretty much done, and I am just wrapping up testing and tweaking it at this point. The WoL Civs and Leaders should be ready for release hopefully by tomorrow! :D

Unfortunately, due to the fact that my art/interface skills are limited, and due to the fact that obviously dutchking can not possibly get himself busier by making a ton of throne rooms, it seems that we may have to set aside the throne room for now.
Yeah, I'm pretty much booked up if you add current modding stuff+real life.

If you really wanted to have them I could make them though, me and Gaius found this thing in debug mode (which makes this very possible to code in perhaps with someone skilled) where you can click "Throne" or something and then you see the Egyptian throne room Firaxis made at a fixed camera angle which can be found in the Art folder in BTS.
 
I wonder why picked Alfred Deakin as Australia's leader, considering we have excellent leaderheads for John Curtin and Robert Menzies.
 
Also, there are several reasons why Deakin was originally picked - and still in - instead of more famous and more modern leaders.

1. Personally, I do not like leaders that are too modern. I suppose it stems from my own belief that as long as anyone was alive to see it, its can't be analyzed as history in the sense that there'd still be too much bias around it. So to me, leaders like Menzies and Curtin - or anyone after World War I, for that matter - is too modern in my taste. But of course I chose Deakin not just because of my skewed beliefs...

2. Another problem with choosing more modern leaders is that there could still be some strong hatred against them - you know, the old political spectrum thing. "Don't pick him! He's a complete liberal @#$%@#$%!" "That guy is pure evil!" That kind of thing. Deakin, though not free from this kind of thing, is distant enough for all purposes.

3. I am not sure if this is correct, but from what I remembered, on my old team's discussions in WoL, we came to the conclusion that Menzies and Curtin represented, for example, strong ideologies, perhaps too strong, and we did not want to see Australia's full politics unrepresented. Deakin, as one of the "founding fathers" of Australia - if I am correct - is - if I am correct - less subject to this kind of idelogical battle.

4. Firaxis also leaves out leaders that should be in, so why can't WoL? For example, they leave out Menelik II and Halie Salassie, more famous Ethiopians, and instead place in the lesser known Zara Yaqob. Or, for example, choosing the semi-legendary Ragnar for the Vikings instead of someone like Canute.

I would also like to add that I apologize for not releasing the first "playable" version of WoL as stated above. I have not been doing well this past week, and I hope that speaks for itself. I will attempt to find time and energy - if any - to finish up all that by this next weekend.
