Yes, Valledia ordered Samael to torture Einions wife and frame the Infernals for it.
Technically neither Valliedia nor Samael were personally involved in her murder though. An important part of the torture was a rune that trapped her soul in her body and made it impossible to die no matter how many injuries she caused herself. (It is quite possible that this is the same rune Alexis used on Lanthis before allowing his soul to escape into her to be consumed, when she became the first vampire.) Einion was the one who killed her, by dispelling the rune and thus taking her off of life support.
