i cant changing difficulty levels in civ4 warlords in the custom game screen


i can change only my level?!
 
Correct, you can only change your own difficulty level. The AI always plays on Noble.
 
No, the AI players play on whatever level you choose for yourself. Essentially, their "settings" are ignored.
