I was wondering can you have different music for different civs in the sounds file. That way you if you had clips of the leader talking you could insert it into appropriate times when in diplomacy. I wanted to do this with the Darth Vader leader head for my personal mod. I have more than enough sounds

There are different music files for each culture group, but not for each civ individiually. Look for them in the Civilization/sounds/diplomusic file.
