[Diplomacy] Keeping opponents in place

Wouldn't it be cool if you could impose a treaty on a different civilization, in which it is forced to keep its military strength lower than, say, half of your military strength? Armies are 'weighed' according to strength, and as soon as your opponent exceeds the forced limit, you get a couple of options like declare war, destroy the excess units or we declare war, demand payment...

A different implementation would be forcing your opponent to gift 1 equal military unit for each X units he owns.

Just a thought.

No. There has never been a successful implementation of such a treaty. The only way to effectively limit the military size of another power is to declare war on them.

Its also a bad gameplay mechanic that encourages slippery slope tendencies and removes any chance for comebacks - which are already incredibly hard to do in Civ.
