Diplomatic Victory doesn't work ?

I've build the United Nations and the vote for Secretary General pops up. There are 4 nations left to vote (including myself).

My rival ofcourse votes for himself.
The 2 other nations abstains.
I vote for myself.

In the victory screen I can see that I've got 56% of world population. According to the diplomatic victory conditions one candidate must have the majority of the votes to win. As far as I understand that means more than 50%.

The vote is declared inconclusive. Why don't I win ?

The voting works by country not by population. Each civ has 1 vote. For you to win you need the majority of the civs to vote for you. In your case, the two civs that abstained would have to vote for you, since you need the majority i.e. 3 out of the 4 votes. The 56% of world population is used for the domination victory condition. If you to win the diplomatically you should try signing mutual protection pacts with the two other civs, then showering them with gifts so their attitude is polite our gracious. then declare war to your rival and let him attack you. The other civs will declare war and next vote they should(hopefully) vote for you.

It does in the council thingy in the game Galactic Civilizations, IIRC... but not in Civilization 3's United Nations.

As far as I know, in the real world the UN votes are per country as well. Though of course the bigger countries get the option of bribing, threatening or otherwise coercing the smaller countries into (or away from) agreement on issues.
 
This happened in the United States 4 years ago when George Bush Jr. was elected president even though Al Gore got the majority of votes.

Thank god there is no right wing Supreme Court in C3C.
