That is a ton of gold that Matthias doesn't have any bonuses towards curtailing (His discount bonus goes towards upgrading levied units) and can be used anywhere else, rather than using all that for 2 envoys. Not to mention on a diety game, controlling city-states across the world is gonna be hard considering most if not all city-states on your side are conquered. As I have stated before, city-states are an unstable source.
41. Teddy Roosevelt/America [20] [19+1] I'm definitely in the minority when I say this, but I think Teddy just barely edges over Kristina. Her cultural incentives I believe edge her into a cultural victory most times before a diplomatic victory.
