What exactly are the requirements for getting a diplomatic victory? I have it enabled, have built the Planetary Council, but I don't have the option to put it towards a vote.

I don't think that diplomatic victory rules are different than those in BTS, i.e. every civ needs to be able to vote on the diplomatic victory resolution and you must not have more than enough votes to pass the resolution all by yourself.

Then how do you, from a strategy standpoint, get everyone able to vote? Some factions will never vote for Membership on principle.
I don't have much experience with this, but it seems to me that your only choice is to destroy factions that won't become members of the Planetary Council.

That seems profoundly against the spirit of that victory, and very difficult for factions like the UN Peacekeepers. Their powers are based off using the Planetary Council, so if they inherently can't utilize it to the fullest...
