Will a Civ vote for you if they Refuse to Talk to you?
Last night I went for a diplo win. Archipelago map, monarch, betterai. There are 5 civs left who aren't vassals- me (America), Sitting Bull (has one colony, my opponent for diplo), Mao (has one colony and two vassals), Gilgamesh (has one colony), and Ramses. I shot for diplo and missed- Giggles and Ramses voted for me but China did not and it made the difference. So I decided ok, how can I boost my relations with China? Mao is pragmatic, our differing religion was only a -1 penalty, though I had a -4 for trading with his worst enemies (oops). Total I had +6, and IIRC from this forum +8 is the threshold for diplo.
Meanwhile I had +9 with Giggles and +17 or so with Ramses, including a +8 for religion.
So I embarked upon a plan. I had Cristo, so switching things around was trivially easy. I went into Free Religion, bringing me to +7 for China and down to +9 with Egypt. I needed one more. So I figured, just before the vote I will switch to State Property for the favored civic bonus. This'll hurt, as I'm running both Sids and Mining Inc, but it's worth it for a win. Or, China will make a demand, I'll give in, and that might be enough.
Next stop: China demands that I switch to State Property! Sure, it's a few turns early, and some cities start starving due to lack of sushi, but I go for it. That's both a "you accepted our favorite civic" and a "you have wisely chosen your civics" bonus. Now I might be good to go.
Then the turn before the vote China comes to me and says "We demand you stop trading with Egypt!"
...uh oh.
At this point I wasn't sure but thought I was at exactly +8 with China, and +9 with Egypt. So saying no to China would cost me his votes, but saying yes might only bring Egypt down to +8 and I might still pull it out. So I said ok, the vote came up, and Egypt, who was refusing to talk to me because of my acquiescence to China's demand, abstained.
So was it the Refuses to Talk that cost me his votes? Or does he have one of the hidden -1 modifiers such that I actually needed +9?
