    Is there any way to protect your cities from technology theft?

    Does a diplomat in a city act as protection?

    You can't really potect against technology theft or sabotage, but, on the other hand, the computer will use those actions very, VERY rarely . For 20+ years of playing I can't even be sure I've seen a single tech steal, and I've only seen a dozen or couple of dozen sabotages.

    Methink it is not that unusual in the later stage of the game. The only way to protect you is to make sure there is no enemy unit close to your cites, Have a chariot/cavalry ready to kill any approaching diplomats too.
    I sometimes get friendly diplomats into my cites, but it seems like nothing happens is those cases.
    Depending on the terrain you can put a diplomat to block so that the intruder can't use 2 steps. But in that case you diplomat might be bribed :(
