In the late game, I often find that I'm unable to stick new districts in some cities because most of the land tiles are already used in some way. The Water Park is kind of a fix for that, as an entertainment complex that can be placed on the water. But I'm wondering if it might be good to also allow placing all the other kinds of districts on the water after you get Seasteads (as a tech that allows people to live on the ocean). That would free up city district placement a little in the late game...
