Small question: I always understood that policies like agoge (+50% production towards Ancient and Classical era melee and ranged unit) only work when you produce units with actual production, not when you buy them with gold. But recently I realized that gold purchase costs for stuff also shift up and down - is this from the policies?

No, they do not affect gold purchase prices. Importantly though chop/harvest values are affected by +prod modifiers. Not only that, the overflow will still gain the bonus production even if the overflow goes to something else.

Ok, then the sudden price reduction must be something else
    Thank you!

The Merchant Republic government discounts gold purchases.
