Do Apostolic Palace powers include resurrection?

I was playing Earth 18 as JC. Late in the game, an AP resolution called for Cathy to assign a city to Frederick.

On the turn the vote was called, I declared war on Frederick and took his only city in Ireland.

Cathy defied the resolution. But what if it had passed? Would Frederick reenter the game?

If so, would he retain all his diplo modifiers? His civics and religion?

Yes, he would enter the game again retaining everything. (I'm not entirely sure about diplo modifiers though)

Another way to resurrect civilizations is to liberate their cities via the F1 screen.

I know that resolution gets cancelled when the 2 party go to war, not sure what would happen if a third is involved
