Do Puppet cities ever build units?

Do Puppet cities ever build units?

I've seen puppet cities building Barracks, Forges, Armories & Military Academies, but I've never seen one put out a single unit.

It's annoying, really, because all those buildings cost maintenance. If the city is never going to build a unit, what's the point?

They don't build units. So unless you're planning on annexing the city later and using it to build units, those buildings are a complete waste.
