This piece of boring research was undertaken to see the impact of FP on corruption in the main core in an OCP-OCN layout and also to compare PTW 1.27f, original C3C and the beta 1.12 patch.
Scenario settings were Democracy, Babylon. Chieftain. Improvements: Palace in capital, others include Temple, Marketplace, Courthouse, Aqueduct, Catherdal, Colosseum, Mass transit, Police Station, and Hospital. Size is 21 and culture is 10. All terrain was bonus grassland with railroad. Tiny map. 9 cities placed symmetrically versus capital with OCP, non-overlapping at RCP5 4 cities and RCP10 another 4. Production is 23 shields.
For the core loaded in PTW 1.27 income 574, corruption 38, maintenance 126. Capital has no red shields and 1 red commerce. RCP5 has 1 red shield and 2 trade. RCP10 has 4 and 7, respectively. With commerce it became somehow complicated. Babylon, capital, has total 66 (5 in central tile), RCP5 have all 65 (4 in central tile), and RCP10 have total 62 (also 4 in central tile) because corrupted commerce is not enhanced by market.
Loaded same file in C3C. Income 570, corruption 50, maintenance 126. Capital has 1 red shield and 2 red commerce. RCP5 cities have 2 red shield and 4 trade. RCP10 cities all have 4 and 8, respectively. With commerce it became somehow complicated. Babylon, capital, has total 66 (5 in central tile), RCP5 have all 64 (4 in central tile), and RCP10 have total 62 (also 4 in central tile) because corrupted commerce is not enhanced by market.
Loaded same file into C3C editor and saved as C3C scenario file. Got same numbers.
Several important conclusions:
1) RCP is working to certain extent in C3C. May be it has to be coupled with OCP to work.
2) Corruption is slightly increased versus PTW but this increase is indeed minor.
To see whether it is somehow due to the effects of Courthouse/Police Station, sold in one RCP10 city Courthouse, in another Police Station, and in third, sold both. This yields 6gpt maintenance.
-Courthouse: 6 red shields, total commerce 60, red 12
-Police Station: 6 red shields, total commerce 60, red 12
-both: 10 red shields, total commerce 57, red 18. After selling the Market to clarify the picture, commerce drops to 26 being total 44, and red trade remains the same. Looks like the impact of Courthouse/PS on corruption is same as it was in PTW.
Will now place FP in one of the RCP10 cities. Income dropped to 560 and corruption increased to 66. In that city there is 1 red shield and 1 red commerce (total 65). In other RCP10 cities, 7 red shields and 13 red commerce (total 59). Babylon remained unchanged. RCP5 cities now have 3 red shields and 6 red commerce (total 63). So, RCP is not influenced by FP, only corruption is increased in all cities other than the FP city. Which means this had to be patched.
Loaded the 1.12beta patch and with updated editor saved the scenario file. First, without FP, Income became 566 with corruption 54 and maintenance 126. Now, with RCP5 things became weird. RCP does not work! Out of 4 RCP5 cties, one has 1 red shield and 2 red trade, another has 2 and 3, third has 2 and 4, and fourth has 3 and 5 red shields/trade, respectively. This basically means that it is excellent! Cities are assinged rank on the order they were built which is fair and good. RCP10 cities have the same thing. Corruption for shields and trade were 4 and 8, 5 and 9, 5 and 10, and 6 and 11, respectively. I like it.
Then, with FP in RCP10 city rank5 (assuming capital is rank0), income became 567 with corruption 52. Capital has 1 red shield and 2 trade. In RCP5 cities, rank1 has 1 red shield and 2 trade, rank2 has 2 and 3, rank3 has 2 and 4, and rank4 has 3 and 5, as without FP. The FP RCP10 rank6 city now has 4 and 7 red shields/trade (better than before), another RCP10 rank5 city has 4 and 8 (not affected by FP). Rank7 has 5 and 10 and rank8 has 6 and 11. So, looks like FP does nothing to distance component of corruption of other cities just decreasing corruption in the city where it is built. Since this is a OCP and OCN map, it is not clear how much excatly FP is increasing OCN. More research is needed in this direction.
Several conclusions are evident:
1) RCP worked in PTW and original C3C to certain extent but does not work in beta 1.12 like before. Now it works more logical! This is great news!
2) FP has very little or nothing to do with distance corruption as already noted by alexman. It looks like in the home city where it is built it works as just another Police Station or WLTKD.
3) Preferable location for FP is to balance benefit from OCN increase in cities which are more close to the Palace/FP. It does not work independently of the Palace. So, it looks like it is not so important where to build it. It is more important how to get benefit from OCN increase.
4) This might ruin the concept of two productive cores and lowers the value of FP considerably. However, it is still very beneficial for expansion beyond OCN.
