Do you build your cities at the "blue circles"?

    To make it even better, it can also have an oil (of course you don't know this when you build the city, but chances are not so few because oild TENDS to be on desert tiles). And IF there is an oil, then you have a ready-made well that can't be destroyed by spies!

    The blue circle takes into account the ultimate improved tile yield of every square. This includes the improved yield form a not yet discovered resource

    While it doesn't know the actual locations of the resources, this weigthing makes it very likely that resources will pop up in the fat cross. The problem is that the algorithm is very local. If you follow the blue circles exactly, you'll end up with a lot of cities sharing resources and missing many productive tiles such as hills or grasslands in between.

    Better to use blue circles as a hint to what may be there rather than anything else.

    I believe this is true; you see the AI build cities surrounded by tundra and near the polar ice caps for no appearent reason only to later see them controlling oil or uranium reasources. Does this mean the AI cheats? Has anyone noticed if this is more prevalant on higher difficulty levels?

    Well, I've seen the opposite. A city in the middle of polar ice for no apparent reason, and when the oil popped up after SM, it was like 3 of 4 tiles away, so the AI had to build ANOTHER city there.

    Now if the AI knew about that oil all along, why it just did not build the first city on the right place?
