Since Civ III, the games have used fixed seeds (provided the player doesn't disable them)... basically you can just think of there as being a list of numbers that the game goes through every time it needs a 'random' number.
I prefer it this way... in Civ II, I'd just reload every time a combat that looked like I could've won went wrong... now all I can do if I lose is reload and either hold back or send in an expendable lemming to bump the numbers along (hurray for siege!). Technically I'm still abusing a system, but it's of a lesser scale now. XD
