Does anybody know how to create a scenario with more than 22 players?

Hello, a long time ago I created a really, really big historically inspired custom map here. It was the biggest size the game engine could handle without crashing, playing more than 800 turns with VP installed alongside many of its best submods, but only by being very careful with IGE because IGE can cause sudden memory spikes which crash the game and without EUI because for some reason EUI caused frequent freezes. I've even played into the renaissance era without issues with the vram heavy ethnic units mod enabled.

I've since continuously hand-polished and edited various parts of the map, trying to ensure for example that civilizations isolated on islands don't fall behind and certain civilizations like the Inca founds their capital city on top of a mountain for flavor purposes. It's getting better and better but there's one problem - there's a limit of 22 civilizations and 41 city states. Whilst I'm comfortable with the number of city states thats been placed throughout the map, I'm so saddened by the reduced number of civilizations.

I've noticed that it's possible to install a 43 civ version of Vox Populi, but I've no idea how it works.

Does anybody know of a way to make my huge map allow more than 22 civilizations?

I seriously want to make this map a great and challenging experience with a vibrant selection of civilizations!
 
"43 civs VP" allows you to have up to 43 majors civilizations on the map. The total sum of all minor + major cannot be more than 63 though. So count your civs, count your city-states. You have to be at or below 63.

So with the 43 civs VP installed and loaded, I tried to use the world editor to decrease the total number of city-states and increase the number of civilizations, but it didn't work. :(

Perhaps the only way is to edit the civ 5 world file to manually increase the size of maps beyond 128x80 all the way to 190x100 or something like that, then save that randomly generated map with more than 22 civs, and try to load it into my world editor and see if the scenario editor can handle more than 22 civs.

I'll experiment and return with the results!
 
Wait, aren't scenarios broken with VP?
In my testing, no not at all. Not only does VP work with scenarios edited by the civ 5 world editor, it even detects VP specific game settings like VP events system and applies them correctly.
I've playtested a full 63 22 civ + 41 city state scenario with my extremely large map succesfully just a week ago, and played it 300 turns in. However I've had to use a custom gamespeed to "slow down" the progress of everything down a lot.
