IMO this was one of CtP's best features, along with public works points instead of workers.
As much as Civ 5 improved combat, I still think this is the most realistic way to simulate war in Civ games. Wars are fought in combined arms battles between armies, not 1v1 fights (ultimately this is still the case in Civ 5, even with flanking bonuses and supporting archers).
