Does Anyone Know How to Increase Embarked, Great Admiral, and Workboat Movement Rates?

I've tried increasing that <Moves> number under Great Admiral and Workboat XML entries in CIV5Units.xml, CIV5Units_Expansion.xml, CIV5Units_Expansion2.xml, and CIV5Units_Inherited_Expansion2.xml but that doesn't seem to do anything. And I've never even figured out where the Embarked setting might be. Does anyone know how to increase Embarked, Great Admiral, and Workboat movement rates?

Workboat moves should be <Moves> under the UNIT_WORKBOAT entry in CIV5Units.xml
Base embarked movement is EMBARKED_UNIT_MOVEMENT in GlobalDefines.xml
Great Admirals moves should be <Moves> under the UNIT_GREAT_ADMIRAL entry in CIV5Units_Expansion.xml

Note: Changing these values will NOT affect units in a current game
