I really have no idea how to "create the others yourself" while installing
DirectX 9.0c, over the top of DirectX 11 which is what comes with
Windows 7. I can't reinstall DirectX at all because the setup file I downloaded
for doing that claims that a newer version of DirectX is already installed.
If you can't get around this then you basically get this:

I am only getting this for Colonization;
all 3 versions of Civilization IV (this was in the "complete" package)
work fine.
