Does Civil War and declaration of independence exist in BTS?

When granting independence to a large continent I would like to have the option of splitting it into 2 or 3 civs. Currently, we can only grant independence to all cities on that continent to create a single civ. This often creates vassals so powerful that they compete with their master.

Question: When you create a vassal they get all your tech. Can they turn around and sell those techs?

Not if you have "No Tech Brokering" turned on. I always turn this on. I think it should be the default, actually. I can't stand gifting a tech to civ friendly with me when they ask (to keep up relations) only to have them turn around and give it to a furious enemy of mine.

Quick question: If you grant independence to a colony, can they break off? If so, is the option to declare war present? If so and I declare and b*t*h slap them and they capitulate... can i grant them freedom again?

theoretically they could, but it will almost never happen
