If the City you are targetting is in Democracy, it will never work. Otherwise, it *might* work if the conditions are right., i.e. not many military units, quite far away from the capital, civil disorder.

No, it does You will find that if the AI attempts a propeganda mission, and your city doesn't flip, the poeple will become unhappy.
I was just wondering if that was the sole effect of propeganda...

You can get a city to flip, but timing is crucial.
If you attempt propaganda a city while their government is in anarchy, your success rate will go up. Also go for smaller cities, that touch your borders. LAstly having a higher culture than your target will help out a lot.
