Does razing forests prevent uranium and rubber ressources to spawn?

I've noticed via the that multipart cheat that ressources are previously placed when you start a game, does cutting down forest will prevent a ressource to spawn at a pre-determinated location once the tech required to see the ressource researched?
 
Conclusion: you'd better not chop them all down!

And watch out for those idiot AI workers. If automated and given the chance they'll chop down every forest and every jungle. :crazyeye:
 
use workers to chop everything down in enemy territory if they don`t have the res they`ll never get it!
 
Zouave, rubber is not some kind of ressource that does spawn or disappear randomly like salpeter or iron, and uranium is not always a priority for me as it comes available way too late in the game, so I guess that chopping down all forest/jungle nearby city is reasonable enough as you can then build mines or irrigate other those tiles. I had a bad time dealing with that as I spawned right into the jungle in a game and didn't know whether I should chop them down with the risk to lose such important ressource as rubber, I went all the way with the jungle laying around and got massive problems with jungle diseases with a loss of 2 or 3 peeps every 5 turns.
