Does the AI ever annex?

In one of my previous games one of the AIs had been destroyed to a single city. It took me a while to find it, but when I did I discovered that it was a puppet city! It got me thinking: does the AI ever annex cities? I'm not sure I've ever seen it...

I have, in my current game as India, Russia has conquered all of Europe. While most cities are puppets, the ones she conquered first are annexed. Though i am not happy with the puppet system since it pretty much allows the AI to destroy everyone at no penalty ...

It annexes lots of cities. (What's with the flood of threads about things the AI does that you should have noticed after one or two games?)

It *is* strange that it can have a puppet as the last city and therefore as its capital! I thought I had seen that once too but later blamed my eyesight, but if you're confirming it now... ;-)
