Does the AI ever build Aqueducts or Neighborhoods?

i just noticed that i never saw the Ais build any of these. Entertaiment District seems to be quiet rare too but i did see some. Maybe its bugged or really low on there to do list.

I'm guessing at higher levels, the AI gets enough of a housing bonus that there's no need for them?

Yes they do build Aqueducts, rarely. I build them rarely, too, just because the bonus for cities near rivers is not that impressive.

This is on difficulty 7.

Just came here to say I never saw either of them yet in my games... By the way is there a spy mission for aqueduct, like poison water supply? I know there is "recruit partisans" for neighbourhoods.
