Does Tokugawa trade techs with other AIs?

I've never had a game where Tokugawa traded a tech with me. Whenever he's in a game he usually falls further and further behind till someone puts him out of his misery. I always kind of assumed he doesn't trade techs with anyone at all, including the AIs.

In my current game, Tokugawa is my vassal. We're at war with Mehmed and Augustus. Mehmed has twice as big an army as everyone else but I got first to rifles and cavs. It occurs to me that if Tokugawa doesn't trade with other AIs then there is little harm in gifting him with the techs. Tokugawa with no tech disadvantage would make a pretty good vassal.
 
Just as it's possible to get Tokugawa to trade techs with you, it's also possible that he will do the same with the AI.

You pretty much HAVE to share his religion AND fight at least one prolonged war with him as an ally in order to get him to "Pleased" or even "Friendly", and it takes quite some time to overcome his programmed mistrust. Running Mercantilism for a long time when he's also running it certainly helps, though it's not essential. He can actually get to a point where he's a very loyal and worthwhile ally and trading partner, but it takes some work. Be warned, however, that things may fall apart the moment that one of you changes to Free Religion.

That being said, it's quite possible that he may trade techs to give/trade to him to the AI. Check his attitudes towards other leaders, and in particular watch for the "brothers and sisters of the faith", "mutual military struggle", and "wisely chosen civics" positive modifiers. He may just have another bosom buddy out there.
 
The same restrictions apply to trades between the AIs, with the difference that the AIs don't ask for freebies or lopsided traits between themselves (as such, to prevent AI tech trading you just have to make sure that *fair* deals are impossible).

So yes, Tokugawa is a great lapdog - you can feed him with up-to-date military techs without ill effects unless he's friendly with another AI. The only annoyance is that he has a nasty habit of squandering production by building science.

Merc and/or shared war can easily overcome shared religion stuff.

Even +4 trade relations, +2 OB, +2 resources (gift him something crappy or just trade him a metal for gold or something) is easy pleased. He signs DP at pleased too so actually it's relatively easy to keep him cozy as long as you accept his requests. That qualifier is very important - you need to know his enemies as well as his friends, to determine if it's worth keeping him on your side.

This is the first time I've had Tokugawa as a vassal. I would rather just take his land but am too busy with Mehmed coming at me on another front.
